Variable Parking Meters Break the Bank, Create Spots

The New York Times takes a look at a variable parking meter experiment in San Francisco. The idea was to make sure there was at least one empty spot on a street with meters, to cut down on the environmetally-unfriendly practice of block circling. So how’d they do that? They installed a meter “so expensive, it creates spots.” Under the plan meters can cost $6 an hour. Or a lot less.
