“Serial Honker” Fined for Odd Protest

Some people carry signs. Some people sign petitions. And some people honk. The Milwaukee Journal Sentinel says a 36-year-old Iraq War veteran finally got the attention of state troopers with his unorthodox approach to dissent, which entailed driving past Governor Scott Walker’s house for 15 minutes each day while laying on the horn, flipping the bird, and screaming “Recall Walker.” State troopers finally told the man to stop. When he refused to, they fined him with “unnecessary blowing of horn.” And when a judge decided that “there was no precedent for horn-honking being constitutionally protected political speech,” the man was fined $166.20.
